【報告人簡介】Dr Paul Burke is a Fellow in the Crawford School of Public Policy at the Australian National University (ANU). Paul's research focuses on the economics of energy, the environment, transport, and developing countries, particularly in the Asia Pacific. Paul has published in journals including American Economic Journal: Macroeconomics, Economic Inquiry, Nature Climate Change, and Global Environmental Change. His ongoing research includes examining Indonesia’s energy subsidy reforms, Australia’s ongoing energy transition, US energy demand, the economics of road safety, and benefits of electricity access. Paul has been a panel member for eleven completed PhD students at the ANU. He is a Project Leader in the Australia-Germany Energy Transition Hub, has been awarded an ARC Discovery Early Career Researcher Award, 2016–2018, and received the ANU College of Asia & the Pacific Award for Teaching Excellence in 2013.
【報告內(nèi)容簡介】Indonesia’s budget has for years been burdened by large subsidies for electricity consumption. A series of recent reforms has delivered a substantial reduction in these subsidies. In this paper we estimate demand-side effects of these reforms on electricity use. Our analysis utilizes a three-dimensional dataset covering six consumer groups, 16 regions, and 1992–2015. Our estimates suggest that subsidy reductions since 2013 have induced electricity savings of around 7% relative to the no-reform counterfactual. Phasing out remaining subsidies has the potential to generate further improvements in the efficiency of electricity use in Indonesia, while freeing up resources for other priorities.
